Caofeidian plans 750,000 tonnes PDH project

Recently, the People's Government of Caofeidian issued an announcement to attract investment for a 750,000 t/a propane dehydrogenation and polypropylene, phenol/acetone and bisphenol A project to be carried out in the area.

The project includes the construction of a 750,000 ton/year propane dehydrogenation, a 400,000 ton/year polypropylene, a 200,000 ton/year polypropylene, 500,000 ton/year phenol/acetone, 300,000 ton/year bisphenol A plant and ancillary facilities, covering an area of 750 mu.

On 14 July 2020, the Development and Reform Commission of Hebei Province announced the Three-Year Action Plan for the Cluster Development of Refining and Chemical Integration and New Materials Industry Chain in Hebei Province.

The plan mentions that it will focus on promoting the construction of Caofeidian Petrochemical Industrial Base, which will eventually form a large petrochemical industrial base with a multi-product chain and multi-product clusters of 40 million tonnes of oil refining, 4 million tonnes of ethylene and 5.5 million tonnes of PX.

Zhongjing Petrochemical 1.2 million tons of polypropylene will be put into production within the year

As soon as the Spring Festival holiday ended, the construction staff of the 1.2 million tonne copolymer polypropylene project of Zhongjing Petrochemicals in Jiangyin Port City Economic Zone, with a total investment of 4 billion yuan, quickly increased to nearly 400 people.

Over the past few days, they have been working backwards and forwards, and have set off a frenzy of construction, striving to achieve the goal of putting the project into operation in the first half of this year, with an annual capacity of more than 2 million tonnes of polypropylene after it is put into operation.

It will invest 17.025 billion yuan to build a propane dehydrogenation and fuel oil desulphurization project in the Binhai Chemical Industrial Park of Jinzhou New District, Liaoning Province, with the planned construction of two 900,000 ton/year propane dehydrogenation plants, three 600,000 ton/year polypropylene plants, one 100,000 ton/year styrene plant, one 500,000 ton/year mixed carbon tetra aromatization plant and one 4 million ton/year fuel oil desulphurization plant.

4 million tonnes/year fuel oil desulphurisation plant, and 2 sets of 60,000 tonnes/year sulphur recovery plants.

(1) As the Middle East propane supplier will supply propane with around 30% of blended C4, a 500,000 tonne/year mixed C4 aromatization plant is initially constructed, mainly to produce propane with some mixed aromatics and a small amount of hydrogen-containing industrial gas as a by-product. The propane will be sent to the PDH plant and the mixed aromatics will be sold out.

(2) The hydrogen by-product from the propane dehydrogenation plant is fed to the 4 million tonnes/year fuel oil desulphurisation plant.

According to public information, the project has been publicised in 2020 with an EIA and the project construction period is 26 months. A general design start-up meeting was held for the project at the end of March 2021.

Daxie polypropylene plant to be commissioned within the year

CNOOC's planned 300,000 tonnes/year polypropylene project in Daxie, Ningbo is to deep process the propylene monomer produced in the third phase of the project to extend the propylene industry chain, with construction commencing in April 2020 and scheduled to be completed and put into operation in December 2022.

CNOOC's 3.4 million tonnes/year disproportionation project in Ningbo Daxie is scheduled to be completed and put into operation in August 2022, while the 1.6 million tonnes/year aromatics project is scheduled to be completed and put into operation in September 2022.
